No fine for asking the bribe?

I was stopped by a police man even though I have not violated any traffic rules. (http://www.bangaloretrafficpolice.gov.in/index.php?option=com_content&view=article&id=93&btp=93)

But, I later realized the scooter I was riding(my friend's) didn't have a insurance. So the police man demanded to pay 100 bucks and leave. I had no money, I walked a km to find an ATM and brought some money. I gave the police man I didn't get the receipt. I demanded him to give me the receipt and take the actual fine. The matter went up to sub inspector who was sitting in a corner. Went to him and payed the actual fine got the receipt. Even he asked me to pay 100 bucks and leave I questioned him, why there is no fine for people who demand bribe. He actually didn't talk back, instead gave concision in the fine amount. :)

I was wondering how did I get 200 concession, well I was fined for no helmet! :)
