Old is not Gold

A good friend tried to get his more than 15 year old but well maintained jeep re-registered in a place in Haryana (I wont tell which place). Unfortunately he is in service and can't spare time to run around but still he rushed about collecting all sorts of certificates i.e. vehicle not involved in crime etc and rubber stamps on forms, proof of residence, copy of ration card and so on. Then was to be inspection by MVI. My friend showed the file to his clerk who said, "We can't renew this registration. Supreme Court orders no 20 years old vehicle can be registered".My friend is so innocent he didn't ask "Honoured Sir, what service can I do for your Majesty?" He walked away in despair, all the running around of 5 days gone waste. He is considering to sell the jeep to scrap dealer. I was waiting outside in the ground where vehicles were being inspected. On row right opposite was a Tata 1210 D Model truck which was passed without any fuss. Tata 1210 D Models were last produced in 1976 I believe. But somebody told me transporters have to pay regularly to these officials so they don't face harassment.
