Ran around but no bribe
Visited RTO in Bangalore and approached the helpdesk to renew a license issued in Mumbai. Told to get an NoC from Mumbai and that it should be sent my registered post with delivery acknowledgement. I sent the request the same day.
Days passed and there was no response from the away RTO. Visited the RTO again with all papers and was asked to send a reminder, again by registered post. Informed that if they do not respond in 45 days they would renew the license. I sent the reminder with copy of previous letter by Registered post on the same day
No response even after 45 days and visited the RTO again in the hope of getting it through. Was however told that they have stopped renewing it on the basis of no response and that I had two options. Either apply for a leaner license where the initial learner's test will be waived off OR get the NoC from Mumbai. I chose the former as that was apparently easier and cheaper.
Came back home and filled up the online form for learner license. Visited the RTO again on the next day and after visiting multiple counters for verification, fee payment and final acceptance of the form, was handed out the learner license. In about a 2 hour visit.
Waited for about a month, and visited the RTO again for a permanent license test. After getting all documents verified, fees paid, and a long wait for the inspector, it was my turn to be tested. All instructions followed, a comment from the inspector that I drove quite well (thanks to 20 years of practice!) . However result: FAIL. Reason: (1) No 'L' board on the car (2) No hand signals shown even though indicators were appropriately shown. Overall a 4 hour affair.
Determined to give it another try, visited the RTO again the next week for a test. This time with a prominent 'L' board on the front and rear. Once again all fees paid, documents verified and await the inspector. This time it was shorter wait and a 'cooler' looking inspector. Test done with hands waving out and signaling of the window all the time. after a 10 min ride, result: Pass and again a comment - "You drove well, but 'don't make mistakes". Thank you very much, I will always endeavor to not make mistakes! Overall 3 hours.
