I had applied for a fresh passport for my wife and paid the fees online in advance. This was necessary as without paying fees you cant get an appointment to submit the application. As per the scheduled appointment, we visited the PSK on 10th Dec-13 and the security allowed only the applicant i.e. my wife into the office for submission of application. However, her application was rejected outright because of not having a School Leaving Certificate. She had many other documents to prove her date of birth such as, PAN card, school bonafide with dob, Admit card of West Bengal Board of Secondary Education with dob, Aadhar card, Affidavit from a Notary, a certificate in Ann. B from my office (an autonomous institute under GOI). But they did not even look at any of these papers and insisted only on SLC. And the staff at the enquiry was so frustrated and reluctant to answer our queries as if we were beggars from some alien country.

This appears to be ridiculous that SCL issued by a school is so important and no other documents can take its place. I don't think this is justified that only SCHOOL LEAVING could be the proof of date of birth while all other documents issued by Govt departments/authorities like AAdhar, PAN, School bonafide with date of birth are meaningless. Even the ADMIT card of State Board of Education, which clearly mentions the date of birth was not acceptable- is truly not understandable. If this be the case, then what for is the Govt of India spending so much of public money on AADHAR, which is simply ignored by PSK and many others. Would anyone guide me in this regard. Is it not truly possible to get a Passport without an SLC? I view this as an intentional harassment forcing us to come through agents, who have a tie-up with the insiders.
