WAP charges | Without Address Proof charge

I do not have a permanent address proof for Mumbai as I live on rent in Mumbai (having a registered leave & license agreement alongwith police verification) and working for a private company. I wanted to buy an a Honda bike.. had following documents in support of address & id proof..
a) Registered Leave & License document with police verification as I am living on rent in Mumbai
b) Electricity bill
c) My driving license
d) Election card
e) Pan Card
But up and above all the documents and specifically a "registered leave & license agreement" the Honda showroom asked me for an additional charge i.e. WAP charge | Without Address Proof Charge of Rs. 2500/- which as per them will be given to RTO and there will be no receipt of it. To my understanding Rs.60 is the fee for the new registration of a bike.
What is this WAP charge?
In my view it's a bribe, to which I said no to and walked straight out.. but I need to understand that people like me from outside of Mumbai can never buy a vehicle without giving this bribe.
