I submitted application form for conversion of land on 5th april

I submitted application form for conversion of land on 5th april 2016 till now it is not heard the rate is to be charged as letter no 3312 dtd 28/1/2006 but now the rate is changed w e f march 2017as the date of application is 5th april 2016 shall i have to pay the rate of premium prior to rate fixed w e f dt march 2017
