Yes, in the BBMP area, taxes are paid in the 'Pink' form, pending the issue of the Khata certificate. I would suggest that you pay the property tax in the Panchayat and demand a receipt for the same. I would also request you to file an RTI application with the Panchayat, seeking reasons as to why they are not issuing you the Khata certificate. If they demand a bribe from you, I suggest that you complain to the Lokayukta and set up a trap against the officials concerned.
