AE asking for bribe to convert commercial water charges to domestic

• Conversion of Connection from Commercial to Domestic

I have finished construction of my house & the AE is asking me to pay him 15000 to get my billing converted to domestic water charges from commercial water charges. I have done all that is necessary in the proper way & i'm still getting a heavy bill for almost 5 months now & nothing seems to be moving .
being an educated man i'm feeling ashamed of what i'm doing & also helpless.
