All Medical shops pay bribes in Karnataka 2500 per shop

I was running two medical shops in Mangalore from 2006 till 2011, every six months I have to pay 2500 per shop for the half yearly inspection to avoid fines. The rule says that I have to keep the address proof of all patients and priscription copy, which is not practical and many more restrictions. All medical shops in India pay this bribe per six months
