All for a passport!

Iam a student selected for an International conference, to represent India. I needed to get a passport immediately under the tatkal scheme. I was shocked to see that just to submit my certificates, let alone getting my passport i had to pay a bribe of 2500 rs. Apparently the passport office issues only 300 tokens a day which is all under the control of hawks and middlemen. people who have waited in queues for days had not got one. so i was forced to pay a bribe. and tehn the passport officer did not accept my certificates as she found my birth certificate to be improper. so i had to return that day wasting my bribe and after getting the certificate(again bribing ofcourse!) i had to go to the passport officer again. the token is for a day and again i pad a bribe of 1200rs. that after much requesting!
