Auto dealer - Bribe RTO for every new vehicle registration

I am an automobile dealer. For every vehicle that I sell, I have to pay a bribe ranging from Rs.4000 to Rs. 6000/- (Receipt is for Rs. 7000, but actual charges is Rs.12000) Till date I have paid a bribe of Rs. 80,000/- I cannot refuse to pay either, as I will face hostility when I try to register the next vehicle for my customer. I have to pay and shut up!! The agent claims he makes Rs.100,000/- each month (His share alone) from all the different vehicles being registered every month!!
