Bike registered in different state

I won a bike from Karnataka state , i have the documents (NOC) from bangalore for my bike to ride it in Pune. But as police says which i dont believe we are supposed to pay state tax's for the bike before we can ride it in pune . my state tax's were not paid so only option they give me is either bribe them or they will take the bike. They demand more money if you are travelling with a female traveller.
