Bike transport bribe

I went to book my bike to send it in parcel, they asked me to pay 2200 Rs and gave me a bill of 1600 Rs. The person said 600 Rs for loading charges, we will give it to porters. There is again a nexus between the people who pack and these parcel booking officials. They looted 900 Rs. from me apart from legitimate fees. I am frustrated and don't know where to complain regarding this.
