Bribe for accepting betterment fee

Hi all, I had bought a plot near begur a few months back. BBMP announced that it started collecting the betterment charges. So, I went to pay the betterment charges. The charges for my site came to around Rs 45000/-. The officer in the Begur Sub-registrar office demanded Rs. 6000/- as bribe. It seems he is a new officer. I got to know that the old officer used to take only Rs. 4000/- and this new officer is taking Rs 6000/- (through my real estate agent). I did not want to pay any bribe but, I paid because I did not want to come back again. I remember I had paid Rs 18000/- as bribe during the registration of the plot. I am fed up with this. I suport Hazare for this cause.
