I have seen n no. of times that there are seats available in the train but it doesn't reflect transparently in TT's records which gives him power to charge premimum from passengers in exchange of berth allocation.

I paid 150/- INR as a bribe to secure a berth while travelling from Ahmedabad to Bhopal by train **********-Gujarat express.
