Bribe for khata extract and khata certificate

I had been to Hubli navnagar corporation office to give form along with all the required documents for khata transfer,in the form,Rs.90 was mentioned as fees for khata transfer.but the official over there rejected to accept my form as they asked Rs.10000. I did not pay and they did not accept my form. Kindly guide me.
