Bribe to get birth certificate

An government official demanded Rs.500/- and then gave Rs200/- concession to issue a birth certificate of my son. All the documents are produced soon after the birth at the hosipital. Actually the hosipital would send the document to concerned government department and would receive the certificates within 40 days. However hosipital asked me to go and collect it personally at the department. When I wented there, the official says without bribe nothing works.
