Bribe to get the process done quickly

I paid a bribe to a constable who came for passport verification. The process takes longer than usual and to get the process done within 45 days, I had to pay bribe. And guess what, they haven't gone to the second address for verification yet. So, I have to bribe them again and make them go there to get the verification process done for my passport.
