Bribe for getting the passport

I had to get my passport as i had my ielts exam. i had submitted the form in january and as far as i knew it took maximum 6 months for a passport to be issued. when i enquired in july i was told that my passport was almost ready and there was just a need of the police verification. july went by, so did august. my ielts exam was coming nearer! and so in september , the passport office employee, asked my dad for some 'extra money' (read:bribe). helpless, my dad paid him 1000 or 1500( i dont remember) and then finally i got my passport in september..
