Bribe paid for filing a FIR

Hi,

First of all this is a great initiative.
I don't remember the ********** precisely. But it was someday in September, 2008 when I was travelling by Blue Line bus from Hasanpur, Delhi to Noida. When I got down at Noida I noticed that someone stole my cellphone. After coming home I went to the Sector-20 police station in Noida along my friend. I wrote an application that my cellphone was stolen and I told the police officer to register a FIR so that no one misuses my number. After standing there for 20-30 mins, he told me to re-write the application in Hindi and then told me to pay Rs. 150/-. At that time I did not knew that filing a FIR is free as I never filed a FIR before. So after much discussion with officer to lower the amount I ended up giving him 120/-.
I feel the police in India are corrupt as the politicians and partly the reason is that some of them are underpaid and overworked.
I should also say that people should argue with the officer before paying a bribe rather than just to take the safe route i.e pay the bribe and get work done early.
