Bribe paid to get the death certificate for my Dad

I was visiting from US to create my dad who passed away in Aug. 2007 after my mother passed away in Feb. 2007. It took more than a month to get a copy of the birth certificates and we had to pay Rs. 15000 cash to obtain 3 copies of birth certificates, 1 for the bank, 1 for the house and 1 for myself.
