Bribe paid with regret for police verification to get Passport

Here is my 1st Experience in Bribing. I had applied my passport during the last semester of my engineering. They called my number to come to the police station for the verification. They took some signatures in the report file and the guy directly asked me 300rs. I asked him why should i have to pay. He told if i will not pay he won't be sending a good report to the passport office and i had to pay to him with regret as it would be a bad if you won't get the passport as you all know that its difficult to get it again. I felt bad about it the whole day. I dont know how he asked a student for money.
