This is a very common incident of bribery, if you have applied for a passport in ANY city in our country. Ive never heard of a even a single instance, where ,the Police Background check conducted by the constable visiting your home, is cleared with out a bribe. I paid a bribe of Rs 600 to finish this formality, even though all my records were clear.
