Bribe for proving your identification

Everyone in Uttarakhand i know has to pay a amount of Rs.500 minimum for the verification signature by Police.... And everyday about 100 passport applications are registered.
So it means everyday atleast about 50000 rs. is given as a bribe here alone. And this is the black money which we are creating.
And if we don not give this amount or negotiate it then our verification report is made to wait for atleast 2 months more. It means they do not verify our report easily in time.

Although I do not wanted pay this amount but I had no other option.
