Bribe of Rs.5000/- for Property tax name transfer

I want to apply name transfer of property tax. I went to panchayat office and applied for the same. First day I paid Rs.500/- for EC and third day I paid Rs.550/- for current year tax. He said to come after one week. I went to there and asked my receipt but he asked Rs.5000/- for that. But i am not able to pay that money. still that i didn't get my receipt. Kindly help me to get my name transfer certificate without any bribe.
