Bribe to verify the documents

I went to the RTO office for my learner license and was told that my documents needs to be verified. So I went to the Asst.RTO officer for the same.He told me to ********** some one upstair for the document verification.I went to the person showed him all the documents, he did not verified any of those with the originals and signed in the form as documents verified and then asked Rs.20 for giving back the documents,when I asked what for , he told it a rule.
