BRIBERY FOR STARTING SALARY

On the every step in uttar pradesh basic shiksha parishad officials demand money or they flatly reject to do the work or kept it pending. I have paid for starting the salary of my wife (teacher). Even the Block Education Officer rejected to grant child care leave now. The peon said me that He means it more money.

PLZ tell me if I can report it to any authority who may take action.
