Compelled to pay bribe to get LRS certificate.

I applied for Permission to build a new house after demolishing old house built in 1989. GHMC insisted for LRS Certificate from their North Zone office. Here I had to pay the bribe. I am yet to get the actual building permission is a another story. They are demanding a huge amount. I am yet to pay.
