Crowning glory of corruption - hyderabad passport office.

You have to see this place to believe it. Papers are lost, files are lost. The PRO misbehaves. You are not given your passport at any cost if the bribe is not given. There are so many complaints in newspapers every day. The scheme is that even if you give your degree certificate,or IT certificate even if your previous passport has an ECNR they donot worry. They will throw away the enclosures given by you, and will put a stamp EMIGRATION CHECK REQUIRED. You are floored. Thereafter, you need to submit all the documents once again, pay another government fees, and then go to their office a hundred times. Finally the passport will be ready. They will not despatch. someone will approach you and ask for a bribe. If you pay the bribe it will be delivered to you in next working day. else, you continue to suffer.
