This is heights of corruption. Annual registration agreements cost half of what it takes to register them. If you do not pay the bribe the registrar's office will send you you back again and again pointing out some mistake or the other.
They have a whole ecosystem built in with agents helping them collect the bribes so that they do not have to do a bad deed themselves.
