All colleges under university of pune asking to appear their CET…

All colleges under university of pune asking to appear their CET exam. Each college costs 1000-5000 Rupees. If university takes regular exams for all students, then why to appear CET from every college?

there are nearby 300 colleges under univeristy of pune. If student will have to appear CET for every college, it wil costs 30000RS just for exam and not guarantee of admission. Why univerisy cant take centralised admission process depending upon the marks given by universisy? or common entrance among all colleges under university?
