Ended up paying bribe inpite of registering the property at market price

I could have registered my site at guidance value..but wanted to be ethical and registered the property for purchase price and denied to pay anything for registration.... Result: ended up in applying more leaves and still no progress. So, finally the broker collected his fee (and I know the same is an indirect way of getting bribe from us). Registration and RTO seems to be competing with each other.
