In Mumbai, for registering a flat, you have to pay a bribe of Rs. 5000 and above. Otherwise, they just call you again and again for months with some excuse. If you pay the bribe (almost everyone does - its almost like a 'fee'), then even if you don't have proper documents, they will manage and register the flat for you. Moreever, builders say they dont have time (to go again and again), so ask the purchaser to pay the bribe (even if flat is sold in 100% cheque payment).
