Filing a Police report for the loss of SIM card

I lost my mobile phone and SIM card and another guy was using it. I informed the telecom operator (Airtel) and advised them to block the number. They did not help me saying that they will not block pre-paid connection. Since the other guy was using the phone and my number I went to Peenya Police station to lodge a complaint. They took Rs 250 as bribe to lodge a complaint.
