"Fine" for speaking on cell while driving

In place of 1000Rs challan he wanted a "fine". I played very well into their hands, by first talking on the cellphone while driving, giving them the RC book which was the cop's surety later on, not starting low while haggling (started at 200, which he promptly raised to 300). I guess I needed that experience. Next time I will be better prepared. I hope there is no next time!
