Forced to Pay a Bribe to Get House Registered

I was forced to pay a bribe of Rs.45000/-, which is 1% of the total selling price of the house that I bought in 2010. Funny part is this amount was added to the service charge that I paid while registering the property. When I asked what is this Rs. 45000/- I was told that this is the bribe I have to pay to get it registered over and above the other charges and if I refuse to pay then the property will never get registered.
On further inquiry I found out that 1% of the total price of the property is the going rate here in Gurgaon and everyone who wants to get their property registered pay it. The nexus is such that you cannot escape them. If you insist on not paying any bribe then you can forget getting your property registered. I met such a person (an old retd. Army man) who was trying to get his house registered for several months but failed to do so because he was not willing to pay the bribe. He had to endure countless visits to the Registrar's office not to mention the mental trauma, till finally he decided to pay the bribe. After paying the bribe he got it done within a week.
Such is the scenario here that you cannot get anything done from a govt. department without greasing their palms. The worst part is you have no place to go and complain about such practices. I just fail to understand how these people who are accepting such monies can sleep at night and continue to live their lives. Do they have no conscience left? Have they sold their souls? Is earning money by hook or crook their only motive in life? Do they even stop and think what kind of legacy are they goind to give to their children.
In the end I would like to say that I know I'm guilty of acceeding to their demands and giving them what they wanted from me albeit forcefully. I had the choice either to get my work done or suffer like the old ex-Army man and I chose the former. But ********** down inside I know that if there was an honest competent authority who I can approach for redressal I would have taken that approach. That's why we need Jan-Lokpal or any such competent authority to alteast start the process of eradicating this disease. But it would be a good start. - ********** **********
