Gave a negative report as I belong to UP and being a muslim

Verification office came to my house and asked me whether premises is rented or own.
Where did you complete your education? As I did my education in UP and house is rented though I lived there for 5 years in same house so it should be consider as permanent residence according to rule but he raised an objection because I hadn't given him any bribe.

I had to run pillar to post in passport regional office from morning to evening to get the re-enquiry. Same guy came again , & paid for my mistake,
