Had to bribe for passport verification

It was too years ago when I and my family had applied for passport and were called by the Samta Nagar Police in Kandivali, Mumbai for police verification. Once the verification was done, the cop was indirectly requesting for a bribe saying that he got the work done for 4 members of the family for which he deserves something atleast so okay I agreed to pay him Rs 500. At that point he said that it is not enough and he said that the another cop who came to visit your house also needs some so he asked for Rs200 more. I was wondering the way he was demanding the bribe saying that he got the job done as if it was his right to demand a bribe. The job which he was doing was the duty assigned to him by the government and he his paid by the govt to do it as a service for the people.
