Harassment by Officials in accident case

Respected Sir,
My family met serious car accident on 2nd Dec 2017 at 2:30pm while they were travelling to attend marriage in Farukabad (Uttar Pardesh), car registration no. was DL3CBU3806 and attached FIR was registered in Malawan Thana (Etah) UP.
Police van was present at the spot and they helped my family members to get hospitalized. Taking the benefit of the situation when everyone was unconscious cop has removed 2 gold chains from my mom’s neck and only returned one light weight chain. High value gold chain he kept with himself that was never been returned. S.H.O refuses to take any action against it (Phn no. of SHO Malawan - 9454403248)
First aid was given by government hospital and then after discussion with me they referred them to Hospital in Delhi. While they were travelling towards Delhi, my mom driver told us that my mom needs immediate attention so I told them to admit her in AMU hospital but they took her to Maa Bhagwati hospital which overcharged us for the poorest treatment. (Address - 48, Shree estate Complex, Opp. Stadium, Ramghat Road Aligarh)
SI of on this case suggested an advocate from whom we asked to get my car released from court.
Advocate Umesh Chandra Yadav ensured us that your car will be released with a nominal fees of Rs 5000 however now he has charged us total Rs 20,000. He is mentally harassing so that that we pay him more money for this case else he will not get our car release from the court and we will not be able to file insurance claim. He talks lot about court procedure which no one is aware off.
I have been roaming around Etah court and Badarpur police station not able to find a way to get my car released
Request you to take strict action against Advocate Umesh Chandra Yadav – Deewani compound Etah (9758098637) who have been misguiding us for long time and knowingly creating issues for us.
Also, please advise what action I need to take to get my own car released after losing health and wealth of my 5 family members. Not sure what kind of rule our government has that person who did the accident is released but who suffered from the accident has to suffer more due to our broken system.
