Harrasement in getting marriage certificate

I have visited for my marriage registration on 11th July with all require documents and witness; however i was asked to visit after one week i.e. 17th July, 2008 to get marriage certificate. "on duty" lady officer also said that its ok if witness don't come on 17th July as they have signed in front of them and their job is over.
I also wanted that because witness, who are generally friends and relatives, should not be trouble for such things more than once.
When i reached office on 17th July i was surprise same lady told that witnesses should have come and without that she cannot give registration certificate.
I had two choice -
1) To call witness again next week and waste my time and their time. I have already taken half day leave from office twice.
or
2) To do "settlement"
I thought rather than wasting my time and witness time let me fulfill demand, though i must say she never asked for but her body language was communicating it.
Moment i paid 100 bucks she insisted to tip peon and other staff and i gave another 100 bucks as i did not had change that time.
My work was done at express speed and i got my marriage certificate.
But it was not something i liked doing in front of my wife and new member in our family
