I paid bribe to get a passport

I applied for a passport in year 2003 in Bareilly, U.P. as Uttarakhand did not had any passport offices. I was asked to pay an amount of Rs. 500 to a vigilance officer. As I did not pay him my wrong verification was held and passport issuance was withheld. I sent all my documents copy, affidavit,etc. but still my passport was not being issued. I had to go all the way to Bareilly & submit all the documents again. There I was again asked for bribe of Rs.1000 but after seeing me crying they did not take it. Then again I was sent a verification by vigilance department who took a bribe of Rs. 300 & after a delay period of more than 6 months I paid it
