I paid a bribe for getting my driving licence

I am 22 years old. I apply for driving licence in a proper way. But the office they won't have the application form. I bought the form from the nearest shop. I think the shop owner is the whole sale agent for the app form. In the office they take the photograph for the licence and ask Rs 100 as republic day fund, and give our flag sticker. But I can very well understand that is a bribe. I feel ashamed for that.
