I paid bribe for passport varification

Well its pretty old story but I think its worth posting here. I applied for passport in 2006 and a officer came to my home for the verification. He asked me to call my neighbors and sign the verification document, so I did as instructed. In the end he asked me to pay 200 rupees, I was a student at that time and told him that I cant afford to pay 200, he argued that finding my home was very difficult for him and he burnt about 1 litre petrol for that, somehow I managed to bring him down to 100 rupees and got my passport verified.
