I was stopped because i'm caryying return gifts for family function in a carton

RPF personnel stopped me during X Ray scanning and asked me to show the content of carton.
I showed him. they are ceramic small jars, and the box weight fits to my luggage allowance and fits under the seat (for size info). I was asked for a receipt I showed him. he said that these cannot be taken with me and need to be transported through parcel office.
I have no time, I'm travelling along with my luggage. he started saying not say rules and said cartons and items in more quantities cannot be taken by me.
I heard about this rule for the first time. so he asked me for money.
I paid it and left as I have no choice else I will be missing my train in next 2 min.
