I went to police for reporting of loss of my SIM Card

I went to police they to report loss of my card as duplicate SIM card is only issued against FIR copy only. They asked me you have to pay 200 then I asked please show me rule. I will file RTI for this then he told me give 150. I was in urgency so no other go I paid him
