Landline from BSNL - still a nightmare!

I applied for a landline from BSNL. After 3 weeks, two men arrived at my door step. I had stated in my application that I do not need an instrument. There was also wiring installed already by a previous tenant but the men told me that they do not know where that old wiring is and they will need to put a new wire. They asked me for 90 Rs. after the same. No receipt was provided for the same. It occured to me later that I might have inadvertently paid a bribe.
