My agony of getting my passport

I had applied for a duplicate passport as my original was stolen. Post application, the first step is the police verification where the local police verifies address & residence details.
The local cop that was in charge refused to sign off on my proof of address until I paid him a bribe. He confidently asked me upfront if I would like it to go through to the Passport office, I would need to pay him for signing off on it.
Apparently this is the biggest corrupt act on getting passports done - something that I found out later.
