My Father's Death Cretificate

My father passed away on June 1, 2009. He was a Retd. Goverment employee. We 3 sons working abroad. We don't have the leave for to stay long days in India to get Death Cretificat of our father and make the necessery formalities. I went to Cochin Municipality and applied for the same and i got a very strange answer from the employees working there. They said it will take 3-4 months minimum and if you pay Rs.10000/- they can issue that within 30 mnts. Can you readers imagine that my mental situation that time ?? I felt very pitty on that incident. But what to do I paid and i got the certificate at the same time.
