I had paid it several times till now, at tahasildar office (Revenue Administrative Officer) there's a counter for verification of sign & photo on affidavits(counter no. 4), where either one has to pay Rs.10/document or you need some reference. I know its not a big amount for avg person but for some poor & needy people it turns out to be considerable one. Moreover, if you don't pay they wont give you the stamp & even the higher authorities have a share in it so its no use complaining & escalating the issue.
