Not knowing Local Language a "SIN"

I was there on Zebra and in fact many others was there. Traffic cop was telling something in Kannada which i didnt understand. and the moment he came to know that I am outside, he asked for all papers etc and said its a challan and asked to cough up Rs 300.00 which is setteled in Rs.200.00 with out any of my fault.
